| WIHA RULES AND REGULATIONS |

| SECTION 10 – GENERAL |

| 10.01 |
|
The USARS/AAU (the National Governing Body for inline hockey in the Untied States) Rules and Regulations shall apply. For unique, local situations for which there are no specific USARS Hockey rules, the WIHA Rules and Regulations will apply. WIHA may expand on USARS/AAU Inline Hockey Rules. |
|

|
Any rules, regulations, or directives that are approved by the club presidents at the annual Meeting cannot be changed or amended by the WIHA Executive Committee unless approved by two-thirds (2/3) vote of all registered Clubs present at a meeting for which this purpose is previously disclosed and in which a quorum is present. |
|

| 10.03 |
|
Any head coach or assistant coach attending the tryout sessions of any WIHA club other than his or her own Club shall be considered recruitment and shall be subject to all the sanctions described herein. |
|
|
| 10.04 |
|
All players and all custodial parents are required to sign the “Letter of Intent/Membership Registration” indicating their knowledge that the WIHA rules are on-line and available on the WIHA website signifying their agreement to abide by those rules/regulations. Parents who do not have on-line access to the WIHA Guidebook have the ability to request a printed copy of the rules from their club. It is the parent/guardian’s responsibility to request these rules from their club. |

| 10.05 |
|
Any player who is delinquent with monies or equipment owed will be placed on the league delinquency list along with any siblings. Any exception to this rule will only be made with the consent of the league and the club to who money/equipment is owed. Clubs must notify all players in writing 14 days prior to placement on the delinquency list. Said players will be automatically suspended upon placement on the delinquency list. |

| 10.06 |
|
In the event that a game official or league official deems it necessary to eject a spectator, the following shall occur:
|
|
|
|
|
 |
|
The spectator will be ejected and shall leave the rink properly and shall not be allowed re-entry to the property for a minimum of 3 hours. |
|
|
|
|
|
 |
|
The score sheet shall be documented that an ejection occurred. Whenever possible, the spectator’s name should be documented on the score sheet. The referee will file a report within 24 hours with the league.
|
|
|
|
|
|
 |
|
The club of the offending spectator shall be fined $25.00 per ejection, payable to the league within 30 days. |
|
|
|
|
|
 |
|
Any player or coach who is given a penalty as a result of using a racial slur will be immediately suspended for 30 days. The racial slur must be documented on the score sheet or in the referee’s report. |

| SECTION 11 – TRYOUTS |

| 11.01 |
|
Players will be eligible for tryouts if they have met their financial and/or equipment obligations. During the tryout period, all club tryouts for AAA, AA, and A teams will be held. Tryouts for the 2007-2008 season shall begin as follows: |

ALL tryouts may begin September 1st. |

|
|
|
|
| 11.02 |
|
Clubs are required to post their tryout schedule at their home rink so that any player will have access to tryout dates and times. The league will provide a link to each club’s website for the purpose of tryout advertising. It is the responsibility of each club to maintain and update their tryout schedules. |
|
|
| 11.03 |
|
Any independent clubs or teams playing out of your facility must follow the same tryout rules and regulations in order to play in the regular season. |
|
|
| 11.04 |
|
A list of all players with outstanding financial and/or equipment obligations will be made available to all WIHA member clubs by Sept 1. Clubs are required to notify all players, in writing, no less than two (2) weeks prior to placing the player’s name on the WIHA Delinquency List. Players, as well as their siblings, whose names appear on this list will not be permitted to participate in tryouts with any club until their obligations have been satisfied. A player with an outstanding obligation, who is permitted to tryout, my not play for that club during the current season for which tryouts are being held. |

|
Players have until March 1st to select a club. Parent/legal guardians must complete and sign the WIHA Letter of Intent by this date. |
|
|
|
| 11.06 |
|
The WIHA letter of Intent is valid for all travel teams. All member clubs fielding AAA teams shall submit all rosters and letters of intent to the league in order to track player movement.

|
|
|
| 11.07 |
|
The Letter of Intent is in force from the date of signing until the end of the USARS/AAU Hockey league regular season, which is July 30th of each year.
|
|
|
|
| 11.08 |
|
Once a parent/legal guardian or player has signed a letter of Intent, he or she may not try out for any other team or club. Players who sign more than one (1) Letter of Intent will immediately be suspended from any on-rink participation, which includes games/practice, until such time as his or her status has been determined by WIHA. |
|
|
|
| 11.09 |
|
Once a letter of Intent is signed, clubs have tweny-one (21) days to forward the original Letter of Intent to WIHA. Clubs who are found to be non-compliant in regard to this rule shall be subject to fines/sanctions at the discretion of the Executive Committee. |
|
|
|
| 11.10 |
|
The signing deadline for the WIHA Letter of Intent is March 1st. If WIHA Member Services does not receive a completed Letter of Intent by the league’s designated deadline, players will automatically revert to their club from the prior WIHA season. Clubs shall have all players sign a Letter of Intent even if they were members of that club in the prior season. |

|
In addition to the Letter of Intent, clubs may request a deposit not to exceed two hundred dollars ($200.00). The deposit paid with the Letter of Intent is non-refundable. |

| SECTION 12 – REGISTRATION REQUIREMENTS FOR PLAYERS |
| |
| 12.01 |
|
Anyone who is an amateur in accordance with the Association’s decision, therefore, who is not under suspension by the Association or any of its branches, affiliates, USARS/AAU and is not a member of any other club or team under the jurisdiction of USARS/AAU shall be eligible for membership in a club or team of the Association. |
|
|
| 12.02 |
|
Any player who participates in WIHA organized development programs, team practices and games must be registered with WIHA and USARS/AAU prior to taking part in any on-rink activity. |
|
|
| 12.03 |
|
It is the club registrar’s responsibility to check all birth certificates and releases before submitting them to WIHA Member Services. Rinks must be in possession of birth certificates prior to rostering players.
|
|
|
| 12.04 |
|
Proof of age must be submitted with the registration form for all new registering players. A certified copy of a USA birth certificate or a foreign birth certificate with proof of U.S. residence or entry visa is the only acceptable proof of age. |
|
|
| 12.05 |
|
Any player whose name appears on the game score sheet must be properly registered and rostered with USARS/AAU prior to taking part in his/her first game. Failure to register can mean forfeiture of all subject games. Forfeiture fees may apply. |

|
| 12.06 |
|
ny AAA player that chooses to play up a division on a AA team will be required to complete the season with that team. That same player may then play a season with an AAA team. The player would be required to pay for both teams. This rule would apply to an AAA team as well. |

|
| SECTION 13 – REGISTRATION REQUIREMENTS FOR TEAMS |

| 13.01 |
|
No team can participate in any WIHA organized activities without proper registration with WIHA and USARS/AAU Hockey.
|
|
|
| 13.02 |
|
Each team shall be entitled to
register fourteen (14) active players on or before
the WIHA registration date. In order to compete in
the WIHA season. 12 players and 2 goalies.
|
|
|
| 13.03 |
|
Teams will be registered at the USARS/AAU Inline Hockey recognized age division level according the oldest player listed on the roster. |

|
|
|
|
| 13.04 |
|
Teams having an over age players, player without proper release, or fictitious proof of age documentation, shall forfeit all games in which the ineligible player has participated.
|
|
|
| 13.05 |
|
Regardless of the number of teams an individual club field in a classification, a committee chaired and appointed by the Commissioner will decide the level of play for these teams. Regardless of classification by error or misjudgment of competition, the decision as to the level of play shall be final and not subject to appeal.

|
|
| 13.06 |
|
Team representatives, who include coaches and assistant coaches must be registered with WIHA and USARS/AAU Hockey prior December 31st. |

| Section 14 – PLAYING RULES |

| 14.01 |
|
Current USARS/AAU Inline Hockey rules apply in all divisions.
|
|
|
| 14.02 |
|
Referee fees must be paid in accordance with the procedure established by the Board of Directors. It is the responsibility of the coach or manager to fill out the WIHA score sheet and to give it to the scorer or referee before the start of the game. Referees may not start the game if the scorer does not have the game sheet, however, the clock may be started.
|

|
Failure to meet minimum player requirements will result in forfeiture of game. Forfeiture fees to not apply if at least 3 players and a goalie player show up for a game. The game must be stopped if there are less than three (3) eligible players left on the teams.
|
|
|
| 14.04 |
|
No WIHA game shall be play with less than two (2) certified officials present. If there are less than two (2) certified officials present, the game will be rescheduled for a future date. In such an event, the Executive Committee will investigate the cause of the incident and the responsible parties will be required to pay the full cost of rink time and officials.

| Section 15 – COACHES |

| 15.01 |
|
All Head Coaches and Assistant Coaches must have a current USARS/AAU Inline Hockey Registration and coaching certification as required by WIHA.
|
|
|
| 15.02 |
|
All Head Coaches or Assistant Coaches who are new to WIHA may start the season without coaching certification, but must have their appropriate coaching certification in place no later than December 31st of each season.
|
|
|
| 15.03 |
|
Those returning WIHA Head Coaches and Assistant coaches who failed to attain the minimum coaching certification in the previous season may not be rostered on any team until the minimum appropriate coaching certification for that level has been achieved.
|
|
|
| 15.04 |
|
All bench personnel must be properly rostered as a coach on the official roster. Managers and trainers are not considered coaches of a roster.
|
|
|
| 15.05 |
|
WIHA shall notify clubs of any bench personnel who are not eligible to participate. Any coach or assistant coach who participates after the club has been notified shall be subject to fines or suspension.

|
|
| 15.06 |
|
WIHA requires all travel league coaches to maintain a level two (2) coaches certification. |
|

| Section 16 – ON RINK AND MINOR OFFICIALS |
| |
| 16.01 |
|
WIHA will arrange for the officiating program. On Rink officials are not permitted to work games in which they have family member playing or at levels in which they are a coach, assistant coach, or player, unless written approval of both coaches is noted on the score sheet. |
|
|
| 16.02 |
|
Games slots must be between the hours of 6:00 a.m. (earliest start time) and 11:00 p.m. (latest start-time), with the schedule reflecting consideration for time of day and distance traveled. |
|
|
| 16.03 |
|
All teams shall be scheduled for three periods of 12 minutes game times each. Game slots for all teams shall be a minimum of fifty five minutes (50) in length. |
|
|
| 16.04 |
|
Tournaments shall be 2 periods of 15 minutes and game slots of forty minutes(40) in length. |
|
|
| 16.05 |
|
There will be (1) one minute time out allowed per team in each WIHA game. Time outs will be noted on the score sheet. |
|
|
|
| 16.06 |
|
No cancellations of game listed on the master schedule will be permitted. Any team refusing to play a game at any time in the regular or playoff season, will forfeit the game, and pay forfeiture fees of $50 for the first offense, $100 for the second offense and out of the league for third. Clubs are responsible for paying all fees to WIHA prior to the start of the teams next game.

| 16.07 |
|
WIHA will ensure that all teams within the same division will have the same number of games count toward standings. However, WIHA does not guarantee that all divisions will play the same number of season games. The league will assure that all divisions will play no less than ten (12) regular season games. If the overall regular season game schedule for a division provides that some teams will be playing more regular season games than other teams in same division, the League Commissioner and Deputy Commissioner, in the presence of the Executive Committee or Board of Directors, may select on a random basis (by lot or in some other manner which eliminates the possibility of a subjective selection) one or more games which will not count toward the standings for each team in division which is scheduled to play more regular season games than the others so as to assure that all teams will have the same number of games counting toward standings. The game or games which will not count toward the standings shall not be disclosed until after all the games so selected have been played.

|
Players not in attendance, or players not able to participate must be crossed off the game score sheet. Coaches are responsible for the accuracy of their score sheets. Inaccurate score sheets may result in fines, suspensions, or forfeitures as determined by the WIHA Executive Committee. |
|
|

| 16.09 |
|
All coaches and assistant coaches are required to sign the score sheet and provide their USARS/AAU Hockey Coaching Certification Number as well as level and date of certification. |
|
|
|
| 16.10 |
|
The home club is responsible for the distributions of the score sheets. The home club must turn in an original score sheet of all home games to WIHA within three (3) days of the game date or the club will incur a fifty dollar ($50) fine per missing score sheet. Score sheets that are illegible will be returned to the Club and the late fine imposed. |
|
|
|
| 16.11 |
|
All score sheets must be submitted to the league statistician for ALL games played by WIHA member teams (league scheduled, tournament, or exhibition). |
|
|
|
| 16.12 |
|
It is the responsibility of each individual rink to train their scorekeepers to ensure accurate reporting of statistics. Rinks failing to submit properly completed score sheets will be warned by the League Statistician. On second notification, the offending rink may be fined $50.00 (fifty) for each incomplete or inaccurate score sheet. |

|
A notation will be made on the score sheet for all injuries. |
|
| |
|
|
|
| 16.14 |
|
If any on-rink official deems a noisemaker to be disruptive, they can direct the spectator to desist or leave the arena. All spectators are expected to cooperate fully with the officials. |

| Section 17 – GAME PROTESTS |
| |
| 17.01 |
|
Game protests based on an official’s decision will not be considered.
|
|
|
| 17.02 |
|
All protests must be filed in writing with the Deputy Commissioner within seventy-two (72) hours after the game and a protest fee of fifty dollars ($50) to be retained by the League must accompany the protest. The party or parties against whom the protest is made shall be notified by WIHA. One (1) copy will be sent to the Review Committee and one (1) copy to the opposing club. The protest shall set out the regulation and rules by number under which the protest is made and shall be a summary of the evidence submitted. Any protest not following this format will not be considered for review.

|
Upon receipt of the written official protest, the WIHA Review Committee shall arrange a hearing of the protest within fourteen (14) days at which time all those concerned shall be given an opportunity to present their evidence.

| Section 18 – PLAYER MOVEMENT |

|
Players may only move one time during the year. Once a player is released to another team he/she must then finish the season with that team. This rule applies to the WIHA tournament series as well.
|
|
|
| 18.02 |
|
A rostered player may only drop to the next lower playing level once during the same season. All downward movement is permanent for the season.
|
|
|
| 18.03 |
|
A player wishing to change clubs after signing a letter of intent will be subject to the Permanent Player Release Guidelines.

| Section 19 – PERMANENT PLAYER RELEASES |

| 19.01 |
|
All requests for release must be in writing. The club has seven (7) days to acknowledge the request and 14 days to respond with an official determination or the matter will be referred to the league for resolution.
|
|
|
| 19.02 |
|
Only parent or guardians may request a release. Before a release is valid, it must be signed by all required persons and forwarded to WIHA Member Services. |
|
|
| 19.03 |
|
If a player is released by his or her home club to skate at a higher level of competition with a different club within the same age division, and the player is subsequently dropped to a lower competitive level at his or her new club, the player will be post-season ineligible. |
|
|
| 19.04 |
|
A player released for ANY REASON is not eligible for a refund on deposit and monies paid. |
| |
|
|
|
| 19.05 |
|
Release given to players with club suspensions or players with parents suspended by the club will be marked with that information and every club shall honor the suspension. |
|
|
|
| 19.06 |
|
The releasing club must pay all applicable WIHA fees, except for players who reverted to their previous club and who were released prior to being registered.
|
|
|
|
| 19.07 |
|
After December 31st any player participating with a club other than his or her own club without a valid release shall be suspended and is automatically ineligible for any on-rink participation which includes games and/or practices until and unless, such a time as his/her status has been determined by WIHA (See Suspensions).

| Section 20 – THE SEASON |

The season shall be 12 games in length.

All teams will be eligible for AAU Nationals in their respective division AAA (elite), AA (competitive) and A (select).

| Section 22 – REGULAR SEASON CHAMPIONSHIP |

|
Season standing and playoff eligibility will be determined by the number of points earned by each team in a division. Each team will earn two (2) points for a victory, one (1) point for a tie and one (1) for shoot out win and (o) points for a loss.
|

| 22.02 |
|
The team in a division earning the most points during the season will be declared the “WIHA Regular Season Champion.” The team in each division which wins the Post-Season Playoff Tournament will be declared the “WIHA Champion.”
|
|
| |
| In the event a team qualifies for the WIHA Post- Season Playoff Tournament but is otherwise ineligible or chooses not to participate, then the team with the next highest point total in the division will be invited to participate with the same tiebreakers to apply. |

| Section 24 – WEEKEND TOURNAMENTS |

|
Select weekends will be chosen to host tournaments for league clubs and outside independent clubs. WIHA will host 12 tournaments, at each of the participating rinks.

|
Teams / Players are required to play in 5 tournaments to be eligible for the tournament championships. Out of area teams/players are required to play in 1 tournament. |
|

|
|
|
| 24.03 |
|
Teams/Players that are playing in the WIHA League will be required to play in 3 tournaments to be eligible for the tournament championship. |
|
| |
|
|
|
| 24.04 |
|
The tournament series will begin in November with championships in June. |

|
Cost for tournament is $495 per team, except for those teams playing in the WIHA league. Those teams will pay $450 per tournament. |
